In France, you can transport compliant CBD (less than 0.3% THC) by car, train, or plane on a domestic flight. As soon as you cross a border, it is the law of the arrival country that counts, not French law. Belgium tolerates less THC than France, Italy has banned the sale of flowers since 2025, and outside of Europe, the risk becomes serious.
This guide reviews things mode of transport by mode of transport, and then country by country. With a simple rule in mind: when in doubt, leave your CBD at home.
In France: car, train, domestic flight
Transporting CBD is legal everywhere in France, regardless of the mode of transport, if the product contains less than 0.3% THC. The Council of State confirmed this for flowers and leaves on December 29, 2022. No maximum quantity is set for personal use, as explained in our guide CBD legal in France.
The real risk is not legal, it is practical. A CBD flower or resin looks like regular cannabis, and the rapid tests used during checks do not always distinguish the difference. We detail why in Is CBD a drug? Hence three reflexes:
- Keep the product in its original packaging, closed, with a legible label: CBD and THC levels, batch number.
- Keep the receipt or proof of purchase, on your phone if necessary.
- Keep the certificate of analysis if you have it. It is what proves the THC level.
In a car, one more rule: do not drive right after consuming. Traces of THC from a legal product can make a saliva test positive. Everything is explained in CBD and driving.
By plane: what really matters
What matters is not the airline, but the law of the countries of departure and arrival. An airline cannot authorize what the law of the arrival country forbids. On a domestic flight, the French rule applies; on an international flight, the law of your destination decides.
- At the security checkpoint, agents are primarily looking for prohibited items in the cabin. But if they find a product that looks like cannabis, they may call the police or customs. The original packaging and the receipt will save you a long explanation.
- Bottles follow the airport liquid rule, generally 100ml per container in the cabin.
- No consumption at the airport or on board: you do not smoke and you do not vape on a plane.
In Europe: the law of the arrival country
There is no common European rule for CBD flowers. The Court of Justice of the European Union ruled in 2020 that a state cannot prohibit CBD legally produced in another member state, except to protect public health (Kanavape ruling, CJEU). However, this ruling governs trade, not what you carry in your suitcase. On-site, it is national rules that apply, and they differ.

Outside Europe: Morocco, Tunisia, and elsewhere
Outside the European Union, take no risks: do not bring CBD. The rules are often much stricter, checks do not distinguish a CBD flower from a cannabis flower, and a mistake can cost very dearly.
Morocco is the destination that appears most in searches. Law 13-21 of 2021 regulates the medical, pharmaceutical, and industrial uses of cannabis, under the supervision of a national agency (ANRAC). Recreational use remains prohibited, and we have found no text that authorizes a traveler to enter with CBD. Leave your flowers and your resin in France.
For Tunisia and other destinations, consult the country profile in the Foreign Ministry's Travel Advice before you leave. If the legislation on narcotics is severe there, the answer is simple: nothing in the suitcase.
On the return: what you must not bring back
A product purchased legally abroad is not necessarily legal in France. The French threshold remains 0.3% THC, and that is what applies as soon as you cross the border in the other direction.
- Swiss CBD can contain up to 1% THC: above 0.3%, it is illegal in France.
- Products without labels or analysis, purchased at a market or in bulk: it is impossible to prove their levels.
- Cannabis obtained where it is tolerated or legal, such as in a Dutch coffee shop or in Germany: it remains a narcotic in France.
- Edible CBD (candies, gummies, herbal teas): it has been targeted in France since May 15, 2026. We explain why in Edible CBD banned.
Before you leave: the checklist
Seven reflexes are enough to travel with peace of mind, in France and elsewhere.
- Check the law of the arrival country, not just French law.
- Keep the original packaging, closed and labeled (CBD level, THC level, batch number).
- Keep the receipt and, if you have it, the certificate of analysis.
- Bring a small quantity, consistent with personal use.
- Do not consume at the airport, on board, or before driving.
- Outside Europe, take nothing.
- When in doubt, leave your CBD at home. A trip without CBD is better than a check that goes wrong.

FAQ: traveling with CBD
Can you take CBD on a plane?

Can you travel with CBD to Morocco?
No, it is to be avoided. Law 13-21 of 2021 only regulates medical, pharmaceutical, and industrial uses of cannabis, recreational use remains prohibited, and no text authorizes a traveler to enter with CBD. Leave your products in France.
Can you bring CBD back from Switzerland to France?
It is risky. Swiss CBD can contain up to 1% THC, whereas the French threshold is 0.3%. A Swiss product above this threshold is illegal in France, even if it was purchased legally in Switzerland.
